help me to choose my contract based on signal strength
For people who live outside cities, signal strength can be a deciding factor in choosing a contract. Could BillMonitor search according to this somehow?

Could you get coverage data from OpenSignalMaps (http://opensignalmaps.com/) ?
They've a nice Android app for measuring coverage. Perhaps they also grant access to their crowd-sourced data ?

We are watching this development closely. Also especially interested in the Ofcom initiative to make the netowrks' own coverage data more accessible to third parties via accurate feeds to allow inter-comparison. However, we don't expect to be in a position to serve up accurate comparison data until next year at the earliest.

BBC recently posted a good starting point:

Bill monitor has informed me how I can save a significant cost when my present contract expires. However, I live in an area where the quality of reception varies between providers. My eventual choice of new provider will be influenced by the quality of reception at home where I spend most of my time.
You may wish to consider factoring in mobile coverage to prevent users making inappropriate choices.
Incidentally, bill monitor suggests that Orange would be the cheapest provider for me but actually Orange has poor service in my area. O2 has the best reception but may cost me marginally more but I think it will be worth it.
